People with drug charges are getting a longer sentence than this monster. HE NEEDS TO ROT IN PRISON THAN ROT IN HELL. The mother or daughter will never have a 2nd chance and he shouldn't either.

He did this in 1991 and didn't get life with no chance of parole and now WE the community has to worry? Shame on the judicial system. I'm signing because and only because I never want to see his face on the streets. He raped a 9 year old girl, killed her, then her mom. May is soul rot in hell where he belongs. And once again shame on out judicial system, please do not fail at it again.

A Predatory Animal kills and rapes. When a person becomes a Predator, sees his neighborhood as a Hunting Ground, and sees his fellow creatures a Prey, one can not be rehabilitated from this deranged outlook. This predator must stay behind bars to protect his intended future Prey.
