Urge the City of Albany Common Council and Mayor Kathy Sheehan to open Capital Hills Golf Course to golfers. On May 16, 2020 Governor Andrew Cuomo deemed golf an essential recreational activity. Capital Hills remains the only public golf course closed in the region. The Operational Budget for Capital Hills for 2020 has already been approved and is estimated to generate revenue of $1,049,300. Each day that Capital Hills remains closed to golfers valuable revenue, youth recreational opportunities and private sector jobs are lost. Capital Hills is home to two private sector small businesses that have operated in the City for decades - Martel's Restuarant and the Capital Hills Pro Shop. These small businesses employ City residents; collect sales and use taxes; and will not survive the closure. Additional hardship is felt by the Normanskill neighborhood of Albany through job losses, diminished property values and further loss of recreational space. In 2019 the Normanskill neighborhood lost the use of recreational space at the Department of Corrections site.
