Open an Alternate Road for Kagman
We, the undersigned representative of precinct 5, residents, families, business owners, and supporters of the Kagman community, are calling on the Commonwealth of the Northern Mariana Islands Department of Public Works and all relevant government agencies to immediately prioritize the planning and development of an alternate access road for Kagman.
At this time, Route 34 is the community’s only point of entry and exit for residents, emergency responders, school transportation, utility services, and the delivery of essential supplies.
Following the impact of Super Typhoon Sinlaku, a section of Route 34 suffered a partial collapse, reducing traffic to a single lane. While temporary repairs have been made, permanent reconstruction will eventually require road closure, placing the entire Kagman community at serious risk.
Without a reliable alternate route, including possible access through Lao Lao or As Teo, residents could become isolated during emergencies, natural disasters, roadway failures, or prolonged construction closures.
This issue directly impacts:
• Emergency medical and public safety response
• Disaster preparedness and evacuation efforts
• Access to food, water, fuel, and essential services
• Utility restoration and infrastructure maintenance
• Safe daily travel for families, students, and workers
This is not simply a matter of convenience. It is a matter of public safety, emergency preparedness, and protecting the well-being of the Kagman community.
We respectfully urge the Department of Public Works and all appropriate agencies to take immediate action to identify, plan, fund, and develop a safe and reliable alternate access road for Kagman before another emergency occurs.
