We the undersigned do hearby undertake the ending of hunger and thirst on planet earth. 

This can be accomplished by either

1. allocation of  (as much as) one-tenth (10%) of the U. S. military budget (as needed) ;

the most cost-effective method of building the security of the United States and the rest of the world.

and/or more importantly,

2. Allow countries facing hunger issues to protect their domestic agriculture by any means they deem necessary.
