I would suggest leaving the well open. Having it fenced off is not the answer and will cause more problems.

I would prefer that my tax dollars be used to help people, not harm them. Everytime we marginalize someone, we perpetuate fear, we perpetuate stereotypes, we undermine self worth. This morning, I watched 30 or so folks have to leave the Interfaith Works Emergency Shelter in the pouring rain. Some wrapped themselves in black garbage bags to stay dry. How do you think that made them feel. Spend the $30,000 on a day center, or at least a simple place where folks can stay dry during the day. Council, you can do better. And please, please let's not turn this into a campaign issue, as was done with the shelter. That just takes the process further away from those who are most affected by it.

This strategic continuation of the gentrification-focused war against street corner society will only reduce safety, which will increase the behavior you're seeking to curb! Try beautifying and adding seating instead. Then it will become a space more people in the community feel good about--which will reduce aggression between classes in town, costing the city and county less in police/judicial/correction expenses.

The Commons is a community space. If it needs a basketball backboard, let the community build it. Otherwise, leave it open.

This will be an expensive eyesore and a regrettable mistake. If making downtown more inviting to a wider range of people is the goal, this certainly does nothing towards that end, in fact, it runs counter to such aims. When have you ever been encouraged by a chain link fence?! It conveys no pride of place, no invitation to conviviality, no appreciation for aesthetics and no meaningful grasp on urban planning. If this is what you want people to experience when they come downtown, then fence away! If you actually wish to make downtown more vibrant, then come up with a better design.
