The lanes were put in place to lower the Carbon Footprint. What puts out less than a car? A motorcycle.
Plus, a lot of motorcycles are air cooled and heat up in slow traffic.
It will also cut down on motorcyclists lane splitting and using the side of the highway.

Please allow motorcycles on the HOV lanes as we take up very little space compared to automobiles. It's safer for us to travel on the HOV lanes than to be in stop and go traffic.

I believe bikes should be allowed to use the HOV lanes to keep as far left as possible.This is a safer place to be. Traffic can only be on your right which makes it less likely to get cut off by vehicles changing lanes.
