We, the undersigned citizens and residents of Anguilla, Petition the Government of Anguilla and Her Excellency, The Governor, Ms. Dileeni Selvaratnam to not implement Laws on Anguilla to make vaccination mandatory for workers or any other class of persons within our society.

WHEREAS, it is accepted that vaccination programmes have historically been effective;

WHEREAS, the vaccination programme on Anguilla is dependent on the use of the Oxford- AstraZeneca vaccine;

WHEREAS, there is no alternative vaccine available on Anguilla for the citizens and residents of Anguilla;

WHEREAS, there have been numerous reports from reputable health professionals and health organizations internationally of potential adverse effects on the human body from the Oxford-AstraZeneca vaccine and other vaccines;

WHEREAS, the reports of adverse effects however small in number, continue to be investigated;

WHEREAS, the Centers for Disease Control and Prevention have reported that approximately 5, 800 fully vaccinated persons have been infected with COVD-19 and some have died;

WHEREAS, the Oxford-AstraZeneca vaccine is scientifically proven to be on the lower end of the spectrum for effectiveness as compared to other vaccines;

WHEREAS, there is insufficient data and medical research available at this time to ensure the safety of all persons who take the Oxford-AstraZeneca vaccine or any other vaccine for COVID-19;

WHEREAS, the Executive Council has agreed to a COVID-19 Exit Strategy without consultation with the public;

WHEREAS, the COVID-19 Exit Strategy entails changes to the Public Health Protocols for entry to Anguilla and the implementation of a vaccination programme with the mandate of Law, with the objective of achieving herd immunity by vaccinating a majority of persons within our community;

WHEREAS, the Government of Anguilla seeks to have a minimum of 70% of “all eligible persons vaccinated”;

WHEREAS, the Government of Anguilla intends to make changes to the Laws of Anguilla to make it mandatory for workers in “identified high-risk workplaces or industries” to be vaccinated by July, 2021;

WHEREAS, the Government of Anguilla intends to make vaccination mandatory for the stated class of persons without regard for the religious beliefs of persons within that class;

WHEREAS, the Government of Anguilla intends to make vaccination mandatory for the stated class of persons without regard for their right to life and control over their bodies;


WHEREAS, the Government of Anguilla intends to make vaccination mandatory for the stated class of persons without regard for the privacy of health information of persons within that class, who would now be answerable to the government for their health and vaccination status;

WHEREAS, the Government of Anguilla intends to make vaccination mandatory for the stated class of persons without regard for the right to a private family life, when it is that in determining whether or not to be vaccinated persons within that class have made the decision to be vaccinated or not based on beliefs, values and opinions of the family;

WHEREAS, the Government of Anguilla intends to make vaccination mandatory for the stated class of persons when First World countries with larger populations, higher incidence of COVID-19 and community spread, have not taken such an oppressive step against its People;

WHEREAS, the Government of Anguilla intends to make vaccination mandatory for the stated class of persons in a manner that is undemocratic and does not represent the will of the majority of the People of Anguilla;

WHEREAS, this step by the Government of Anguilla is likely to expose workers within the stated class to discrimination by employers aided by mandatory vaccination;

WHEREAS, workers within the stated class would be at higher risk of being unemployed due to employment discrimination, set in motion by the Government of Anguilla;

WHEREAS, the Government of Anguilla intends to make vaccination mandatory for the stated class of persons and has not announced that it would accept liability for any adverse effects or death caused as a result of such forced vaccination.

Therefore, We, the undersigned, urge the Government of Anguilla and Her Excellency, the Governor to not implement mandatory vaccination for any class of persons on Anguilla. Such a step stands to undermine the Constitution of Anguilla, our democracy and the trust that has been reposed in a democratically elected Government.
