Re:  Zoning Docket No. 31/11 I am writing to you today on behalf of the Gentilly Terrace and Gardens Improvement Association (GT&GIA) regarding the request to rezone the property located in your district at 3670 Gentilly Boulevard.  After reviewing the request to change the zoning from RS-1 Single Family Residential to B-1 Neighborhood Business with our constituents, we strongly urge you to vote against this zoning change.   Neighborhood residents remain unified in their opposition to this zoning request.  In 2009, this same request was made by the current owner, Dr. David Millaud, and denied.  Then and now, we are adamantly against any zoning changes that would allow an incompatible business to be developed in our neighborhood.  For example, if zoned B-1 Neighborhood Business, a gas station, a fast food restaurant, or a parking lot could replace this historic building, a contributing property to the neighborhood’s historic designation on the National Register of Historic Places as established by the United States Department of Interior.    Dr. Millaud has requested this zoning change in order to open a dental practice.  A request for a change to B-1A Neighborhood Business would allow him to do so.  The fact that a request has been made for a change, not to B-1A, but to B-1, concerns us and raises questions.  And regardless of Dr. Millaud’s current intentions, a change to B-1 would allow any number of unsuitable businesses, as defined by our residents, to open when Dr. Millaud decides to sell his dental practice.   In your report, 2010 LEGISLATIVE ACTION, you note that you “Supported Preservation of Historic Properties in Gentilly Terrace”.  When Ordinance Calendar No. 27,695 [to expand the boundaries of the Neighborhood Conservation District (NCD) to include parts of Gentilly Terrace, which are not part of the Gentilly Terrace National Register District] was passed, you stated, “We must do everything we can to ensure the preservation of historical buildings and the unique character of Gentilly neighborhoods".   We are counting on you for your continued support to preserve the “fabric of the Gentilly Terrace neighborhood”.  We are counting on you to vote NO!   If you would like to meet to discuss this matter, please do not hesitate to contact me at president@gentillyterrace.org.
