This is such a lose-lose situation for him. He won't win the special election, and if this happens, he will surely evoke the wrath of 40,000 students who will not let his political career survive.

While it is within the legal right of any applicant filing for candidacy to petition for a special election under the California Elections Code, I believe that the use of carryover funds from the North Orange County Community College District is an insufficient reason to use district funds that may be allocated for emergency measures that the NOCCCD designed for the money to be used. I hope that any candidate in the future understands that these funds can be used in better ways to improve the student's lives at the community colleges of North Orange County. The NOCCCD students-at-large would greatly appreciate the money better spent on a regularly scheduled election in November 2016.

Why does it matter if they appoint someone to take over for the remaining of the period? If you didn't get appointed for the position, then wait til the actual election. Stop trying to waste money that's not yours for your own benefit.
