This ammendment is not a real solution! It will only partly reduce the Indian/Chinese problems but would make huge hardship to all the other nations. A real solution will be to increase the number of annual green cards for those two nations, e.g. by removing the visa lottery and allocating it to the employment based GCs. We need a reformed immigration system in this country, a merit-based one. If this amendment gets in place, I will not stay here, on pending status for 8-10 years! I’m sure there will be plenty of countries that would love to have someone with a PhD from a top 10 US university, with a strong academic record. Hope this amandment is removed from the bill.

Passage of HR392 open the doors for abuses of Green Card process similar to what is happening right now with H1B. This will prevent the top talent to gain residency in the US and floods the application pools with applicants from a single country.
