Marriage is a lifetime commitment and even adults tend to make mistakes when choosing a life partner. It is extremely irresponsible of him to suggest that a child should be married off so early. Even if it was consensual, the children involved should be offered counselling and advised not to pursue the relationship until they have both acquired enough survival skills and maturity to handle the pressures of married life. Marriage is not just two individuals coming together but two families. Young girls, especially, can be bullied or abused by their in-laws, leading to a lifetime of emotional trauma and possibly mental illness. Pregnancy and child care are difficult for any adult woman, let alone a child.

Not just retract n apologize, he needs to be hauled up the disciplinary board, be investigated thoroughly and appropriate action needs to be taken.
