The illegal tax is the latest scheme to come out of the state’s AB 32 program to reduce greenhouse gases. AB 32 is already the most expensive regulation in U.S. history. Now, the unelected Air Resources Board (CARB) wants to impose this new tax without the two-thirds vote of the legislature required by the California Constitution.
