Young offenders do not belong in adult prisons. We do a terrible job with rehabilitating people as it is. What possible good outcomes could come from placing young offenders in such facilities?

Angola! What kind of a person or country would even THINK of such a thing! Adults don't even belong in Angola. Louisiana is impossibly backward.
