There is very little in this budget to encourage smaller owner managed companies.
It is hard to see smaller limited companies rushing to create new jobs given the additional costs arising from the dividend tax and Auto Enrolment pensions.

Please do not penalise small businesses by levying dividend tax. This is double taxation. We pay our dues - why tax us even more?

seems the Govmt don't understand the freelance/contracting market and just cowtail to big business who see us as competition - can't have that now can we! IR35 is an ill conceived legislation that should be scrapped, yet they will be 'consulting' on it and also relying on 'whistleblower' clients, making it even harder. This will hit big business who rely on contracting staff! But the short sighted Tax generating view of the Govmt & HMRC can't see the long term implications to the economy or workforce.
They're also using old language 'controlled' who is controlled in a professional job?

For a government purporting to support small businesses and hard-working families this is extremely disappointing. Business owners who are only in the basic tax rate band could find themselves paying close to an extra £2,000 tax per annum. These are people who work extra-hard and accept the risks associated with being in business. The sort of people you would expect this government to encourage, not penalise.

It's only fair to have a lower rate for smaller business. Common sense just like the council taxes are worked out.
