No need for deputy ministers, we already have a huge expense on the 40 ministers. PS's and Directors are capable of doing ministerial jobs.

We did never tamper with the master piece of such a constitution. For how long should Zambia remain behind? admittedly some articles don't communicate but certainly not that one.

This very expensive for Zambia and currently things are not too well.Plus just keeping deputy Ministers is very costly that money can be used to bring more medicine and build more hospitals.Permanent Secretaries can do the job just fine.
