To: Legislative Council, legislative Finance Committee, NMDPS Summary: The goal of this petition is to see better accountability, responsiveness and cost effectiveness of the NM Concealed Handgun Program. We feel that this program is vital to the security of our state and deserves better management. 1) I feel that it is unethical and a violation of the intent of the Concealed Handgun,Act to have concealed handgun processing times taking 6 months. Nearly a half million dollars sits idle and unused in the program fund that could be used supporting the processing. More office personnel and equipment must be obtained with these funds currently in the CCW fund. 2) Since the licensee fees are not being used, I want to see both the initial and renewal fees be cut to $40. The inital fee under the act can be dropped under the law. Sufficient proof exists that the current $100 inital fee is no longer required. Likewise, the renewal fee is arbitrary in that the same level of work is done with the initial licensee as the renewal. 3) I want to see a complete disclosure of program. Budget at the program level, statistics( including current level of active licenses) must be posted. An annual independent agency audit of the program must be conducted and made public so that the performance of this valuable program be monitored closely by the public, instructors and licensees.
