At a time when we are actively engaged in preventing mental health stigma and recognizing the extent of mental health needs it is counterproductive to limit access to services which this will do.

As the mother of a young adult who receives Mental Health services it scares me what will happen under Fee for Service for someone who has worked so hard to get to where he is today. If services go away what will happen to all the consumers affected by the lack os services.

The high-cost users of emergency and inpatient care will be the biggest losers in the new system. The new rates do not compensate providers for outreach and engagement services. The result will be higher health costs and a whittling down of the safety net -- all easily preventable.

The safety net for the seriously mentally ill is already at its breaking point. People who need hospitalization are discharged within a few days to inadequate housing with little or no supervision. As someone who has worked with the seriously mentally ill since 1977, it breaks my heart to see that in some ways the system is worse than it was when I started in the field. At least the hospital didn't discharge patients to shelters or the streets back then. Please do not allow the system to become even more broken and unable to respond to the needs of our citizens. Please delay the implementation of Fee-for-Service and re-evaluate the rates to ensure these patients receive the care they deserve. Thank you for your attention.

Proposed Medicaid rates are low & no concrete plan for those mental health consumers w/o Medicaid.

We are strongly against the new Fee-for-Service funding model and are in favor in any legislation which will make mental health services more accessible to the community.

Mental health issues are at critical proportions in this country. This is often a life saving/family saving program that has been accessible, responsive and very beneficial for so many. It is unthinkable to reduce this program in any way. It should be expanded and better promoted. Shame on whoever is doing this. Apparently your family has not been touched.
