To The United States of America, the Antitrust Division of the United States Department of Justice and the Federal Trade Commission:

HAVING REGARD to the Sherman Act (15 U.S.C. §§1-7),and to the August 1995 Agreement between the Government of the United States of America and the Government of Canada Regarding the Application of Their Competition and Deceptive Marketing Practices Laws

WE PETITION THE DEPARTMENT OF JUSTICE to investigate the below outlined incident with respect to the behavior and practices of the National Hockey League (below defined.)

BELIEVING that the NHL, its Board of Governors and appointed Executives, as an organization, form a natural monopoly which produces the goods and services relating to the sport of Professional Ice Hockey in North America, specifically, the "NHL All-Star" Event(s) due to take place in Nashville, Tennessee from January 28, 2016 through January 31, 2016.

BELIEVING ALSO that we, the Fans, have a right to consider ourselves to be Consumers as made apparent in the Collective Bargaining Agreement Between the National Hockey League and the National Hockey League Players' Association, by its definition of Hockey Related Revenue (HRR):

(a) "Hockey Related Revenues." "Hockey Related Revenues" or "HRR" for each League Year means the operating revenues, including Barter (as defined below).......derived or earned from, relating to or arising directly or indirectly out of the playing of NHL hockey games or NHL-related events in which current NHL Players participate or in which current NHL Players' names and likenesses are used, by each such Club or the League, or attributable directly to the Club or the League from a Club Affiliated Entity or League Affiliated Entity....

RECOGNIZING that, as Consumers, in exchange for the right to partake in a 'fan-vote', we bartered with the NHL the following (but not limited to):

1) Our personal information to use and share at the discretion of the NHL

2) Increased website traffic

3) General social interest

NOTING that, due to recent actions taken by the NHL, the Arizona Coyotes and the Montreal Canadiens, the outcome of the vote will not be upheld.

BELIEVING ALSO that by the trade of Fan-Voted All-Star Captain of the Pacific Division, John Scott, from the Arizona Coyotes (Pacific Division) to the Montreal Canadiens (Atlantic Division) the 'NHL' is guilty of conducting itself in a manner which:

1) Failed to uphold the outcome of a profit generating social exchange in which we, the Consumer, ‘Bartered’, in good faith, to be part of. In doing so, the ‘NHL’ abused its power over the consumer.

2) Displayed unethical behavior which may be indicative of its general business practices

NOTING allegations have surfaced that Mr. Scott was asked by the National Hockey League as well as the Arizona Coyotes to "bow-out" of the ‘All-Star’ Events; when Mr. Scott refused, he was traded out of the Division he was due to represent, thus making him ineligible to partake in the ‘All-Star’ events.
