Dear Prime Minister, As parent, I am not happy about the issue of the development of the new JC and its interim campus/holding site and the manner it has been handled by Ministry of Education. Why is the development of the JC so slow moving and being materialised? The way it is going at the moment, there is absolutely no opportunity for my daughter or others in her cohort to taste the life in the new JC. This is bad and mean to the children who has so much hope in the beginning. In this 21st Century and the way construction productivity is moving in the industry, why cannot the new JC be built within 2 to 3 years, like the UWCSEA (United World College of South East Asia) East Campus in Tampines? UWCSEA East campus was constructed in 2 years. Many HDB high-rise buildings were also built in less than 3 years. I envisage that if MOE is seriously and urgently looking into the above issue, the new JC shall be ready for the students in 2017. Now is only 2015. MOE have 2 years and all the means to make it for the sake of the students and also for the parents who would not need to suffer in taking their children to the faraway holding site at the proposed Sinai Road for 2 years and seeing their children suffering in health as well as studies. With so much to do in studies, a little time saved in each day, taking into consideration that their lessons may end quite late in the evening, will eventually help the students to do better and perhaps excel in the "A" Levels. Their education is at stake. We parents hope that you help personally to look for an alternative site nearer to Bishan/Ang Mo Kio for the interim campus and at the same time to commence construction of the new JC immediately at the proposed Sin Ming Ave site or at an entirely new location also nearby Bishan/Ang Mo Kio. Synopsis:
In 2012, the parents of SCGS, SNGS, CH were promised a new IP JC in Bishan would be ready in 2017 for the first batch of students.
Students had options for places in existing well-established IP programs.
Parents selected this new JC trusting the information provided.
No prior official communication with parents until April 2015.
What actually happens:
In the dialogue session on 25/5/2015, Mr Wong Kang Jet (MOE Director for Finance and Development Division) stated that MOE was aware since 2012 that the new JC would not be ready in 2017. Ms Lim Huay Chih (MOE Director for school planning and placement division) confirmed his statement.
As there had been no prior written official communication to parents these past 3??? years, the news came a shock to us parents.
This certainly was not what we had been promised 5 years ago.
This was not presented to us back in 2012 during the presentation of the new JC by the Secondary Principals. Either the Principals were not aware like us or they chose to omit the fact so as to persuade us to choose the new JC.
There had not been the slightest intimation of a temporary holding site nor any hint of delay; just promises of a spanking new JC with state-of-the art facilities, a rigorous curriculum and experienced teachers conveniently located in Bishan to be ready in 2017.
We had to face that sobering fact that our government could not build up a school in 7 years (7 years seems a reasonable time to work with).
Remember we parents had good alternatives to and some had actually secured places in other well established IP options.
However, based on our full confidence that the Government always delivers what it promises, we made an important decision to register our child in this new JC. We had no reason to doubt.
No sane parent would have otherwise made that choice, given the available options.

Dear Sir, We hope your leadership will prevail the justice and accountability needed for this matter. This is a serious question of integrity and honesty at stake. We are not playing a game of cards with MOE, this is our children lives we are talking about. Until now the ownership of this new JC delay is not identified. No one ministry MOE, LTA, URA has taken responsibility and therefore proposed solution lacking commitment to resolve.

While you are overwhelming with the SG50 celebration, please take a minute to reflect, how do Singapore, once a poor fishing village come so far? Yes, it' from the joint effort of the committed leaders plus the dedicated citizens. Our pioneer leaders, walk the talk, delivering their promise, ready to scarify for the righteous, and they know that the citizen is their only resources, always willing to serve and help. TRUST is the foundation built since 9-Aug-1965.
However, what MOE did on CHS, SNGS and SCGS IP program recently, had destroyed the TRUST built over the years. MOE NOT ONLY BREAKING THEIR PROMISE of NOT BUILDING THE JC IN TIME, BUT USING ALL TYPES OF EXCUSES TO LIE TO PARENTS, MEDIA, THE PUBLIC, and may be YOURSELF, SIR. HOW CAN THEY TREAT OUR ONLY RESOURCES FOR GRANTED? We parents may not be as smart as the MOE scholar, but from MOE flip-flopping and inconsistency statements, any idiot can spot their mistakes and lies, one, two, three... lost count, man.
Sir, don't just listen to one side story, those people feed you the good story, but is there any negative feedback? Yes, there is, but they shield it from you. Don't worry, we are ready to tell you the truth. I am very sure that the parents group did a better case study than the best scholar in MOE. We will help you to uncover all the rubbish swept under the carpet by those liars around you.
FYI, our parents group had try to meet you since 26-Apr, we go down to your MPS every week, without fail. Please give us a chance to show you the real picture behind the scene, you will be surprise with all the funny (If not dirty) trick your team did to the commoner like us.

When my family including my child chose the ip school, it was based on three main deciding factors! We were enticed by location of the new ip jc which is very near home, the programme it offers and the new conducive environment. We did not even mind that the new jc has no previous track records. We did not choose to have the last two years spend at mt Sinai. If we had been Informed of any delay in the delivery of the new jc, we would definitely not have selected this joint ip program. Moe had kept the news on the delay of the new jc site until April 2015 and yet are not open to the parents' petition to give us options. Like it or not, we are forced to accept Moe decision where there is no fault on our side. Just like what moe wants the Dsa students to honor their commitment and promise to stay for 6 years, Moe also need to honor their promise on the delivery of the new jc site on time. We chose the new ip jc due to proximity to home. We would not have accepted the Dsa offer if we know that our child will not get any chance to step into the new jc site. Now the promise by MOE is broken, it is only fair that we are given options! They cannot force us to accept their decision on Mt Sinai. Please, build the JC on time!

I'm not happy with this whole episode. The MOE has chosen to release its final decision during school break when many of us are traveling (I'm writing this while in San Francisco!). While I may not entirely agree with the harsh tone of the petition letter, I thought the matter has really not been dealt with adequately. When my daughter accepted the DSA offer in Sept 2012, we took the risk of being the pioneering batch. We believed in St Nicks values and the new JC opportunity. She had two other IP offers that could allow her to go into established JCs. Now, all her efforts will come to nothing - no new campus and a serious loss of faith. I don't know what this pioneering batch of IP graduates will be able to tell their juniors. Apparently this delay will street up to 3 batches of IP students! This is the real issue - a promise broken so easily and so late. I can help but feel very very disappointed. PM Lee, if you can do something to resolve this, I will be most grateful.

If you have read and heard our cries so far, I believe you will empathize with us. How would you feel if you're in our shoes? Why did the officials choose to simply disregard our feelings totally and turn to their easier way out just to conceal their errors? They made mistakes, then we and our children pay? No way, Sir. I made mistakes, I pay. Isn't that the rules of the game? Let's abide by the rules, no matter who. How can officials bend the rules by providing distorted news to get the media to present to the public? I watched the news when the last announcement was made last Friday 5th June. They interviewed 2 supporting parents on TV while hundreds of us utterly disappointed parents watched it in horror! Many people, ignorant of what truly transpired, thought we are just but a bunch of over protective parents to our spoonfed pampered children. NO. We're NOT. They missed the point because they didn't understand the agony we are being put through. We strongly feel the betrayal of trust in this entire frustrating episode which is a huge injustice to many of us parents and students. It was NEVER about pampered children not willing to travel further to study. It is about the trust we held dear with our government officials, something we thought we can rely upon generations to come. It shattered fast and furious, by the sheer disregard for so many of us who put our absolute trust in your ministries as far as education is concerned.

2. The reasons are given to us - "soft soil"..... followed by "LTA new requirements"......followed by "LTA cross island line"...... followed by ??? who knows what the next excuse is? - hello, moe, can you show your sincerity, face the problems, solve them and keep your promise to the students and parents
3. Today, I still have confidence in our Singapore Government, including moe. - Anything they want to do, they can do! No excuse, we can count on you.

Holding school has to be near actual school. Surely Mt Sinai is not a win-win solution. People most directly affected are students. Their considerations must come 1st, not MOE's convenience. The JC is for students. MOE will not be travelling to Mt Sinai every morning 6am and returning home after CCA at 10pm.

Dear PM Sir,
I plead with you to look into this case. Something is very wrong ethically when MOE far back in 2012 already knew that the new JC will not be built on time by end 2016 (a MOE official said it during Dialogue session on 25/5/15 with parents affected). Yet the IP program was sold to the 1st batch (2013), 2nd batch (2014) and even the 3rd batch (2015) of students with the promise that the new JC will be built on time. This is a blatant lie! I felt that I have been 'conned' into the program. Parents and pupils have the right to know the truth and make informed decision.
Despite all these, MOE does not bother to apologise to us. Instead they treated the parents high-handedly, bull-dozing their decision (Mt Sinai) through unsympathetically. What they should have done is to make good their promise, even if it requires thinking out of the box or more resources!
Many students are very affected by what happens. They felt betrayed by their schools and MOE. Sadly they know their voice will not be heard. Many accepted their 'fate' and bite the bullet, knowing they are helpless to turn the stone around. Some could not sleep at night and their studies are affected. Some are even thinking of failing all their subjects in order to go to 'O' Level track, because their school strongly discourages them to change track.
Our students have no other options to go as they are stuck in their school and in their 6-year program. MOE refuses to give them any other options.
In the corporate world, when a party breaches a contract, isn't he required to make some form of amendment or give some form of compensation? Now MOE has broken her promise to build the new JC on time, she should gurantee our pupils a place in other JC with IP programs or even without IP programs. Yet MOE has mercilessly denied our this very request, not making provisions for our sons and daughters.

Dear Mr Prime Minister,
Believing that our children's future JC will be ready by 2017/2018 in Ang Mo Kio area, we have committed ourselves to a BTO flat in the North to be ready in 2017. In so doing, we must sell our current HDB flat (in the West) when the new flat is ready. We planned everything meticulously to meet the completion date of the brand new Government JC.
Out of the blue, the completion date is postponed and the JC is now moved to an interim site in the West instead.
Please tell us how do we plan our future if we can't trust our goverment and its words.

With so many parents of the affected students experiencing the same feelings of betrayal, lost of faith and concerns about the mismanagement of the matter by MoE, it certainly warrant thorough investigation rather than brushing the matter aside (sweep under the carpet). Only then, would the government (elected office holders and public service) be living up to the integrity & values advocated, to truly show its people on what Singapore stands for.
