Subject: Request to initiate process to give statutory status to Special Component Plan and Tribal Sub Plan

As we have been observing the lapses in implementation in the Special Component Plan and Tribal Sib Plan both by the Central government as well as the state government is one of the major impediments for not able to achieve the target that kept in 14th Loksabha for the development of the Scheduled Castes and Scheduled Tribes of the country
We like you to recall Mrs. Indira Gandhi’s desire in giving these policy guidelines in the year 1979 for the overall development of scheduled caste and scheduled tribes also to reduce the increasing number of atrocities on them
Though 30 years have passed while working towards this desire of Mrs. Gandhi the progress that we have made towards this is not significant, hence we request you to initiate the process of giving statutory status to Special Component Plan and Tribal Sub Plan immediately this is also in line with the 11th 5 years plan recommendation of the planning commission and also several discussions that going on in articulating the 12th 5 year plan.
We like to welcome the step taken by Mrs. Sonia Gandhi the chairmen of the National Advisory Council and United Progressive Alliance in favor of this legislation.
Keeping in view of the millions of SC and ST development we strongly recommend for a central legislation to this effect

Too much money is being diverted away from the people who actually need it. Give them their rights.
Legally binding is the only way to make sure the funds reach the right places. Do it now.
Its not fair how the sub plan gets ignored time and time again. change the law.
Yes please. far too many promises have been broken by the government.
Justice for the tribal communities is long overdue. stop ignoring this!
