The budget was finalized and the move to the Department of Public Safety is officially happening. I am honestly stunned at this outcome and know it only happened because you showed up to speak for those who cannot. Please stay alert as we watch the transition unfold.

Dear Conferees,

We are writing to express our sincere concern that the transfer of the Animal Welfare Section to the Department of Public Safety remain in the 2014 budget and that DPS be given the authority to regulate commercial dog breeders.

As you are aware, commercial breeding is an issue that has wide implications beyond the inhumane treatment of the canines. Animals are often sold to pet stores in diseased and poor conditions, which creates a significant financial burden on their adopters. When puppy mill raids take place, and North Carolina has had close to 20 since 2011, there is a substantial burden placed on already-overcrowded shelters around the state. Regulating commercial breeding and transferring that oversight to the Department of Public Safety would be a giant step forward for North Carolina.

Under our names, you will see the counties in which we reside. We include this information to allow you to see that this matter is important from the western, rural mountains to the eastern seaboard. This matter affects all North Carolinians.

I am truly stunned by the response to this request and it is completely down to the passion you all have shared. Seeing this reaction from every corner of the state has been humbling beyond words.

NC is a puppy mill haven, and it has to stop. Dogs are suffering, breeders are torturing these animals, and they're avoiding paying taxes.

We must improve regulatory control/management and funding for animal welfare. Transferring oversight to DPS along with appropriate funding is a first step in correcting this problem and is long overdue. Please pass legislation to make this happen in the 2014 budget. Thank you.

Our laws need teeth. Please help this cycle of abuse and its trickle down affect.

The NC shelters I work with that are not run by Public Safety are the worst in the state. Please change this now & provide them with consistency & enforcement!

Please support the transfer of the Animal Welfare Section to the Department of Public Safety and to allow them to REGULATE commercial dog breeders. Both of these items are extremely important to your voters. The welfare of our companion animals should not go unnoticed and unfortunately so far in North Carolina that is exactly what has happened. The majority of North Carolinians want to see these beneficial changes in our state. Why yield to those who choose greed over any regard for the welfare of their animals?

I have taken in dogs from puppy mills. We have no business treating animals in such a way.

Please pass this legislation. Thousands of innocent animals are depending on you to regulate this industry and hold those who make a profit from inhumane and unscrupulous practices

There is absolutely no valid reason NOT to pass this legislation. Take notice lawmakers, the voters are watching.
