This a petition to change the NBA Lottery to only include the 5 worst teams. The lottery would randomly organize the teams with the 5 worst records with flat odds at getting each pick #1-5. Every other team would pick in order of worst record to best, with any ties being decided by coin flip.

This petition is made in an effort to allow the worst teams in the NBA to have a more reasonable chance at accessing the best talent coming into the league.
