Natural Hair Law Amendment
This petition has been signed because of the shortage of schools that are provided for a new licencee requirement. This requirement listed educational experience being; satisfactory completion of a course of instruction of not less than 300 hours in the practice and theory of natural hair styling at a school of cosmetology. A little research I found on the law was that is did not go into effect until June or July of 2013. “State Rep. Antonio Parkinson (D-Memphis) sponsored a bill to allow the cosmetology board to create natural hair care schools. House Bill 39 passed unanimously and is now a law which will help provide technicians with necessary job skills, including more on-the-job training and optional tracks.” Yet, there is only one school in the state of Tennessee that does a Natural Hair Licence specifically. Where are the resources to support this law? What are the laws protecting people/ businesses who did not have this licence prior and who have been practicing these "cultural" techniques for years? Taxing the poor is not just and discriminating against cultural practices is illegal. It is my hope that legislation will be reviewed and amended.
