NATIONAL ANIMAL PROTECTION LAW

This proposed legislation will be as comprehensive a law that can be undertaken.
Although, a great many people realize that the treatment of animals is a direct reflection of the demonic nature of a society, many must have a LAW force them into being human & decent.
this effort is to PROTECT THOSE WITHOUT VOICE.
Many eyes will review & input elements ommitted or overlooked.
The EPIDEMIC of discarded or mistreated animals will reverse with the implementation of severe and meaningful controls. Over TEN MILLION animals end up in kill shelters each year.

Intense & severe measures MUST be implemented if we are to REVERSE these numbers & improve our culture. Educating people can improve not only the lives of domestic animals but also, our recognition of our own humanity on this earth. YOU CAN MAKE THE DIFFERENCE.

A. BREEDING
1. No breeding of any domestic animal, in any way without secureing a permit from the county of residence.
2. Absolutely no resale of domestic animals by anyone or any business.
3. Absolutely, no animal breeding farms.

CONSEQUENCES:
Failure to comply with these laws will result in the property of owner or owners of having ALL assets & property confiscated by the county.

A. OWNERSHIP OF DOMESTIC ANIMALS
1. Mandatory Spaying, Nuetuering, Chipping & licensing in the county of residence.

CONSEQUENCES:
Failure to comply with these requirements of ownership will result in fines determined & set by the Counties of residence.

A. ABUSE,NEGLECT OR MURDER
1. Anyone inflicting harm or intentional neglect upon any animal. Will be in direct violation of the FBI's current Statute in declaration of any of the above mentioned offenses as a Felony One Crime. Abuse, Neglect,are to include chaining, dog fighting,
non feeding. Subjecting animal to any physical or emotional abuse or kept in harmful conditions either inside or out.

CONSEQUENCES:

1. AUTOMATIC 10 yr. PRISON sentence for dragging animal tied to a vehicle.
2. AUTOMATIC 10 yr. PRISON sentence for the use of any animal in a sexual act.
3. AUTOMATIC 10 yr. PRISON sentence for the infliction of harm or pain to any animal.

A. MURDER BY POLICE:

CONSEQUENCES : Police inflicting harm or death upon any animal shall be fired immediately, All property & possessions shall be confiscated by the owner injured in this action.

A. ANIMAL SHELTER, RESCUES, FOSTERS
1. Elimination of ALL Kill shelters immediately. Only, Rehoming Centers of ALL domestic animals.
2. Rescues & Fosters of animals wil earn the same compensation as a Rehoming Center for the placing of animals with owners.

CONSEQUENCES:
Anyone securing or purchasing an animal from sources outside the aforementioned elements will be subject to severe fines implimented via the counties of residence.

A. ADOPTIONS
1. Anyone adopting an animal from a Rehoming Center or Rescue, Foster must pay all fees of adoption in addition to compliance of Mandatory Ownership. Spaying, Neutuering,Chipping, Licensing.

CONSEQUENCES:
In addition to fines, the restriction of Adoption may be imposed upon repeated relinquishing of any animal @ shelters. A Registration list will be compiled in each county. Any animal found abandoned will be tracked back to current owner on registration.

A. ANIMAL TESTING
1.Absolutely NO testing of any type from any product development.

CONSEQUENCES:
Heavy fines & sanctions for the companies & CEO's & administration individuals held criminally liable for decisions allowing the use of any animal.

A. VETRINARIANS
1. Veterinarians, MUST ensure that each client provide all complied documents @ time of treatment.

CONSEQUENCES:
Any treatment without compliance shall require Vetrinarians to loose license or possible closure of business.
