Everyone thought of him as weak except the 3rd hokage, and the jonin and chunin working under the 3rd hokage guarding the village. He outwits almost everyone. Sasuke was the first to acknowledge his strength but had an ego problem to accept it publically and it seems Shikimaru never really considered him weak like the rest of the class.
