PETITION TO : H.E. MR. RAMTANE LAMAMRA THE CHAIRPERSON PEACE AND SECURITY COMMISSION AFRICAN UNION STOP THE GENOCIDE IN ZIMBABWE Article 4(h) of the Constitutive Act of the African Union, repeated in article 4 of the Protocol to the Constitutive Act on the Peace and Security Council, recognises the right of the Union to intervene in member states in circumstances of war crimes, genocide and crimes against humanity. We believe such circumstances exist in Zimbabwe as at January 2009. We the undersigned individuals from around the world request the African Union through its Peace and Security Council to urgently: 1) Declare a State of Humanitarian Emergency in Zimbabwe and offer H.E. President Robert Mugabe safe haven and lifelong immunity from prosecution if he resigns voluntarily, within seven days of the declaration. 2) If H.E. Robert Mugabe refuses to resign, we request the African Union to hold him under house arrest in a safe haven outside Zimbabwe but on the African continent until a democratically elected Government of Zimbabwe, such as one led by the properly elected President of the MDC, Morgan Tsvangirai, orders his release. We urge the African Union to avoid bloodshed and to act swiftly to help stop the humanitarian crisis that is destroying the lives of many ordinary citizens of Zimbabwe.
