PETITION FOR FULL DISCLOSURE

TO COMMIT OR ENCUMBER THE RESIDENTS OF MORRISON COUNTY BY UN-ELECTED OFFICIALS OR NON-GOVERNMENTAL ORGANIZATIONS

To the Morrison County Board of Commissioners, Little Falls City Council, Little Falls Community School Board, and all township officials of Morrison County, Minnesota:

The purpose and necessity for this petition is to seek the establishment of a legal process that requires all local elected officials to disclose, in a timely manner, all work with all Planning groups where the majority of the officials are unelected. This includes all Public/Private Partnerships (PPPs) which bypass thorough citizen examination. This must be accomplished by requiring well publicized, transparent advertising of specific issues, including when they will be discussed and voted on. Of major concern is the overstepping by officials in the use of practices such as Grants and Funds with hidden regulations. It is further stated that no personal, governmental, or local Grant shall encumber by taxation or fees, the residents of Morrison County.

Specifically, this means that working with any non-governmental organization, without identification and full disclosure of all short and long-term encumbrances on the tax-paying community within their jurisdiction, is prohibited. All Grant offers will be thoroughly investigated to make sure that no “STRINGS” are attached and the word “SUSTAINABILITY” must be removed.
