Hmmm, you know why, Kpokpoogbiligbili is a very dangerous disease. It is like madness. If you have it in you, you can even kill a human being. It takes a minimum of 90days in jail before it can be cured. So to protect the public , mr president, pardon them after they serve 90 day in jail
