Some of the achievements of Sultan Khan:
1. He won the British Championship on three occasions: 1929, 1932, 1933.
2. The first half of 1931 was probably the best period for him: he defeated Capablanca at Hastings (although he only came 3rd after throwing away a game against Euwe).
3. He then played Tartakower in a 12-game match defeating him 6½-5½.
4. In the Prague International Team Tournament he scored 11½/17 against many of the leading players of the day, drawing with the World Champion Alekhine and defeating Flohr.

Like a meteor he blazed the skies and then sank into oblivion,
That he is not a GM is an aberration,
Crying for a long delayed refutation.
Give a 'King' his Crown, correct History and bless the Historian.

The man proved a lot albeit he was a bonded labour. FIDE is not being asked to award a GM title to a person who had not proved himself. He won against top contenders of the time consistently, which means he was atleast at par with them if not greater than them.
Least FIDE can do is award an HONORARY GM title. On the flip side, It's a chance for FIDE to prove itself it's not blind to a true talent ( to a person who was under bonded labour and had no means or time to get a GM title in those days).
