He surely deserves recognition. As far as I know, he did not know about the "Castling Rules" when he went to Britain. Due to this, he did lose some games but immediately caught up with the others.
His games were and would be inspirational in future.

In a game of Kings, his name is enough, sultan means king in Arabic and if the legend of him being a slave is true than he rightly deserves the gm title, beating capablanca alone is worthy enough, acknowledging sultan is acknowledging all the great players he has defeated as well...
