In the light of the foregoing the sultan, surely deserves the title of a grandmaster no doubts in my reasoning, cheers.

There are very good reasons why Sultan Khan did not get the GM title in 1950! Even players like Efim Bogoljubov did not get the GM title at that time. Bogoljubov played twice for the WC title. He was top 10 for more than 16 years and he was even number 1 at some point!
Sultan Khan played chess for only about 5 years while all other players who got the GM title in 1950 played for much longer (30, 40 and even 50 years).
If we really want to award the GM title to players in the past we should start with Morphy, Steinitz, Lasker, Capablanca and Alekhine.

There was a clear "Russian bias" in the initial awards of the Grandmaster title when FIDE was formed around 1950. This would be correcting an injustice long, long overdue.
