I think we should do away with no parking altogether .... what if, we as American adults decided to carpool down to Savannah for an evening of adult beverages .... we'd have to leave Savannah at midnight to make the 1:00am curfew and then run our drunk friends off so they don't get a parking ticket.
In the best interest of public safety, it would better suit the homeowners to have the ability to allow intoxicated guests to remain safely at their residence without fear of a ticket, rather than fearing a ticket if their guest stays put.

I understand that neighborhoods have rules. This one has no basis. The residents should be consulted when changes like this are considered.

10pm is too early. The driveways are too short because the lot sizes are too small. It is not reasonable to expect company to park at the pool if they are staying until 11pm, unless of course Mill Creek wants to provide a shuttle. It would seem reasonable to enforce an overnight parking rule that can be avoided with a simple email if you have out of town guests etc... but at least have it start at a reasonable time like 1:00am. My neighbor has his company park on his lawn and that looks ridiculous. Id rather see the cars in the street. It's not the ghetto.
