Merit time is earned credit afforded to persons currently incarcerated who actively participate in programs that will enhance their ability to be a productive member of society upon their release. An individual can earn up to 60 days per six month evaluation.

Merit time is NOT a get out of jail free card. It is a fair and PROVEN incentive offered for positive programming, good behavior and rehabilitation. It does not circumvent the judicial process and no person is made to by-pass the correctional system.

Its main purpose is to promote public safety, maintain cost effectiveness within the department of correctional services for the State of New York, and encourage good behavior, good habits and a successful transition of re-entry into society.

Public Safety is achieved by encouraging individuals to seek uplifting programs that will enhance their outlook and survivability within the correctional environment and most importantly, within society after release. With exposure to the tools and applications needed to survive, a person will be less likely to transgress again against society.

The state legislature has spent too long ignoring the obvious benefits of this bill while our prisons continue to rot from the inside. This surge of support proves that we are no longer willing to let New York officials hide behind their excuses for inaction.

The Merit Time Bill is a first step toward rehabilitating our incarcerated family members. Incarceration is a system that is supposed to help rehabilitate incarcerated individuals. The Merit Time Bill will be the foundation that will give our incarcerated loved ones a more positive outlook toward their rehabilitation goals.
