The clubhouse has made a huge difference. When I book the court me at Williamsburg over the summer (last summer), there was no authority. Even when I had a booked court, people would not leave my court. In fact people were out drinking alcohol and the people who worked for the NYC park clearly didn't care what happened. Nor did they have an interest in tennis in the first place.
When I book through the clubhouse, I know for certain it's well run, organized, and I will have a court without people thinking they can do whatever they want and also get away with it.

The operator of the facility has done a great job, despite the fact that the city did not provide running water in the first winter. Give them a chance to succeed!
