Such a harsh treatment and suffering caused to innocent cats should be penalized by the maximum sentence allowed by law. I wonder what he would feel if he had to go through what he caused to those cats. Besides being sent to jail he should also be fined a hefty sum and money to be donated to animal sanctuaries.
