This man is bad and needs to be treated the same way as our misfortunate feline family. Justice do your job or the people will do it for you

You can express that idea clearly and formally in English like this:
"He will serve his sentence, then return to his country, and will not be allowed to come back."
Here are a few alternative versions depending on tone and context:
1. Legal/formal tone:
"He is to serve his sentence, after which he will be deported to his home country and barred from re-entering."
2. Plain and direct:
"He’ll do his time, go back to his country, and won’t be allowed to return."
3. Passive construction (common in official statements):
"After serving his sentence, he will be deported and prohibited from re-entering the country."
He will serve his sentence then send back to his country and not sllowed to come back.

Make him pay a fine of at least €10K per cat he killed. Money will go towards Feeders to continue help out these cats + jail time and deportation from Malta after jail time. If he can kill animals just like that, to me he is a young criminal that can kill humans too. If perhaps this is acceptable in his country, in our country is not. Who comes to Malta have to go by our rules, otherwise go back where you belong.

I want him to get the maximum penalty and also extradition to his own country. Seeing he has terrible traits to injur pain imagine what he would do to people.

He did something horrible to innocent animals. Everyone knows cats in Malta are everywhere. And instead of harming them we're supposed to take care of them.
