Maximum penalty must be applied. Accused should be sent to jail for maximum term as set by law plus maximum fine as set by law. Accused should be deported and Schengen banned after serving sentence.

This perpetrator is insane. Most Japanese people have compassion for animals and love them like family. Such cruelty is unacceptable. Anyone who does this to animals is likely to do the same to humans. For the sake of Malta's cats and its residents, the perpetrator should be sentenced to death.
