Animal Guardians Malta VO/1063

Grievance :

Okamura Satoshi hunted and brutally tortured tame street cats. Crawled under trucks to grab them when they escaped from his cruel hands and butchered them. Cut off their tails. Cut off their tongues. Cut their throats. Stabbed them. Banged them against the ground. Against walls. Against garage doors. At least 5 cats went through this terrible agony. God knows how many more went through the same horrible death and maybe discarded in a skip.

WE DEMAND JUSTICE FOR EACH ANIMAL WHO SUFFERED IN OKAMURA SATOSHI' S HANDS

THE CRUELTY OF A COWARD - OKAMURA SATOSHI

The prosecution in the court case of Okamura Satoshi, regarding the killing of cats in Sliema, Malta, was led by Police Inspector Elliot Magro (sometimes spelled Eliot Magri). Inspector Jeffrey Scicluna Briffa was also involved in leading the prosecution in initial proceedings.

Key Details of the Case:

Charges: Animal cruelty, killing several cats, and slightly injuring police officers during his arrest.

Outcome: Initially sentenced to two years in prison and a €15,000 fine in October 2025.

Appeal: In December 2025, the Court of Criminal Appeal annulled the sentence due to a technicality regarding legal citations in the judgment, ordering the case back to the Court of Magistrates for re-sentencing.

Okamura Satoshi Deserves Maximum Jail Sentence and Maximum Fine for EACH of the 5 cats Tortured . Then Deported !

the October 2025 Court Sentence of Okaruma Satoshi was annulled !!!

A RE-SENTENCING HAS BEEN REQUESTED after The Court of Criminal Appeal heard Okaruma Satoshi's Appeal to Walk out a Free Man and Threw it Out of the Window !! Court of Appeal found mistakes in the October 2025 Court sentence !

Animal Guardians Malta had publicly requested for a Harsher Sentence , through this Petition.

7 animals , maybe more -suffered under Okamura Satoshi 's cruel hands .Satoshi hired 2 Top Very Expensive Lawyers to defend him in court. He is probably paying €€€ thousands !!

All the Pain- The Torture - and the Prosecution (police)asked for 2 years jail time for ALL the suffering he intentionally caused to all these sweet tame cats ! And Satoshi also assaulted 2 policemen. And All Satoshi was sentenced were 2 years jail and a small €15,000 fine !

CERTAIN 'Animal Activists' had PUBLICALLY THANKED THE COURT AND THE PROSECUTION FOR THAT RIDICULOUS SENTENCE !!

The Court Should Now Punish Satoshi Maximum Sentence FOR EACH CAT HE TORTURED ! Plus a Harsh Sentence for Assaulting 2 police.

The sentence imposed in October 2025 — two years’ imprisonment and a €15,000 fine — does not reflect the deliberate, prolonged, and repeated acts of cruelty inflicted upon multiple tame, community cats by Okamura Satoshi . The acts were intentional, premeditated, and inflicted extreme suffering.

Evidence presented by the Prosecution and CCTV footage clearly show that the offender repeatedly hunted, mutilated, and killed multiple cats, causing untold pain to both the animals and the communities that cared for them.

Each of these animals represents an individual victim and, in law, a separate offence.

Criminal Code (Cap. 9)

Article 36: permits separate and consecutive sentences for multiple offences.

Animal Welfare Act (Cap. 439)

Section 6: prohibits acts of cruelty causing unnecessary suffering.

Section 7: allows enhanced penalties for deliberate or repeated cruelty involving multiple animals.

Section 8: directs courts to consider the number of animals affected, the degree of suffering, and deliberate cruelty when determining punishment.

Given these laws, a single two-year term and fine Does Not reflect the cruelty of seven distinct acts of torture

This case has attracted widespread attention and deep public concern.

Close to 10,000 persons have signed this petition calling for justice for EACH of the cats involved, and for a sentence that properly reflects the magnitude of the suffering inflicted.

Lenient sentencing in such a grave case risks eroding public confidence in the justice system and may inadvertently suggest tolerance for cruelty and violence.

Animal Cruelty has been clearly proven to be directly associated with Human Violence in later years.

In addition, the convicted person , Satoshi, also assaulted two police officers while they were lawfully performing their duties — a separate and aggravating offence under Article 217 of the Criminal Code.

Animal Guardians Malta humbly demands that The Court NOW REALISES & ENSURES THAT -

● Each act of cruelty against each cat is treated as a separate offence, with corresponding and potentially consecutive sentences under Article 36.

●The assault on police officers is recognised and penalised as a separate criminal act under Article 217.

Affirm Malta’s strong commitment to animal welfare, justice, and respect for law enforcement.

In this case, the punishment imposed in the Court Sentence of October 2025 DOES NOT match the cruelty committed.

Justice — both for the animals and for the Maltese public — requires a firm and proportionate response.

Ensuring that such cruelty receives the punishment that the law — and morality — demands.

ALSO, the Court is requested to include in its’ sentence that as soon as Okaruma Satoshi serves his Full Jail Sentence and has paid all his fine - Immediate Deportation from our Country and Banning of re-entry .
