Specifically competitors of good websites are engaging in unnatural (spammy) link campaigns with the sole intent of getting these websites devalued in the eyes of Google.

We are requesting that Matt Cutts, as the head of Google's web spam department, implement a neutral reaction to these unnatural linking tactics. By simply ignoring these links in their ranking algorithm it serves the dual purpose of making these tactics ineffective and not penalizing innocent and hardworking web masters.
