We, the undersigned, are extramural students of Massey University. We hereby call upon the Vice-Chancellor and executive administration of Massey University to institute a policy, to take effect no later than the beginning of Semester 1, 2009, mandating that for all papers which are taught both internally and extramurally, that: 1. Digital video recordings of all lectures presented for the paper be made available via that paper\'s WebCT site. 2. The digital video files be uploaded to the paper\'s WebCT site within three days of the lecture being presented. 3. The digital video files be compressed to a common format such as MPEG2, MPEG4, Flash Video, Ogg Theora Video, Quicktime Video or Windows Media, that the compression deliver the best trade-off between quality and file-size. 4. The video files be downloadable for off-line viewing, not restricted to online viewing through a web browser, and not encumbered with any other usage restrictions such as \'Digital Rights Management\'. We, as Massey University extramural students, are aware of numerous tertiary institutions overseas who for years have made downloadable video lectures available to their extramural students, and we now call upon the administration of Massey University do the same for extramural students here. We are aware that this can be implemented with low-cost equipment and low to moderate labour overhead. In our opinion, this would be an admirable albeit long overdue allocation of Massey University resources. We also hold strongly to the opinion that this would lower the barriers to extramural study and have a net positive effect on tertiary educational outcomes in the wider New Zealand community, as well as enhancing the reputation and international ranking of Massey University. ** PRIVACY NOTE ** - if you choose to sign this petition, the contact details you supply will be available in full to the petition organiser, David McNab, a current Massey extramural student. The organiser feels it necessary to collect names and student IDs so that petition signatures can be authenticated, and thus taken seriously by the Massey University administration. You have David McNab\'s full undertaking that your personal details will not be disclosed to any third party under any circumstances, and will be removed and deleted once the petition has run its course.
