This petition is to appeal the Malaysian government to tighten the belt at their fat belly first, before asking people to tighten the belt at their skinny belly. In short, cut government spending first before cut subsidies or introduce new tax. Malaysia Debt-to-GDP is at 53%, an unhealthy level. While Government cut subsidies and introduce new GST, the government should also lead by examples, not only cut project, should also cut their administrative expenses. We propose the government should cut down their fat with the following steps: 1) Eat Cautiously: Government should introduce a more effective system to make sure each ministry spend cautiously and only on necessary items. This effective system should begin with immediate investigation and punishment on personnel that pin point by the General Auditor Reports. The information like identity of the involved person, conclusions and punishment, should also be disseminate to the public. 2) No extra meal: Do not accept supplementary budget. This is a bad habit, the initial budget should be the guidelines for the spending, any extra spending should be treated as failure in planning and failure in controlling cost, which should be immediately investigate and punish. 3) Trim the Size of Government: Malaysia government has become the fatest among the Asia Pacific countries, with highest civil servants to population ratio in the whole Asia Pacific. Almost one in every ten working adults is a civil servant. While civil servants is growing in numbers, the quality of service didn't grow proportionately. People that deal with government sector still see unhealthy cultures like abusive of power, corruption, inefficient, laziness, long lunch time, phone never answer, tedious red tape etc. The government should be more daring to reform the government sector, make sure civil servants works more effectively and cut down unnecessary positions / rotten apples in government segment. Government should also create more job opportunities in the private sector, so that civil servants has better choice, will not stuck in the public sector because of its bad reputation. 4) Balance diet: Ministers and civil servants salary and benefits should not raise faster than the private sector's average. Public sector's salary raise should be commensurate with work load and performance. Civil servant are mean to serve people, people expects government administrators expenditure should commensurate with measurable and noticeable improvement on services provided to people. Service valuation forms should be given out to public who use the government service, and service quality should be evaluated base on these forms. 5) Do not eat junk food: Which ever parties that runs the government, please stick to the principle that you only temporary administrate the government for people. It is people who own the government, not parties. As such, any government money should strictly prohibited to be use for any parties' expenses or for specific parties' benefits.
