Families who pay more than 30% of their income for housing are considered cost burdened and may have difficulty affording necessities such as food, clothing, transportation and medical care” (Affordable Housing - CPD - HUD, n.d.).

The Section 8 Housing Choice Voucher (Section 8) program was created to alleviate the significant rental burden experienced by financially vulnerable families.

By alleviating the cost burden for families, Section 8 expands the housing opportunities provided to low-income individuals. Section 8 holders can use their vouchers to move into low-poverty areas increasing their access to opportunities and amenities which will lift them out of poverty.

Although Section 8 was created to eliminate barriers to adequate housing and lift cost-burdened families out of poverty, landlord discrimination against Section 8 holders has a detrimental effect on the ability of low-income, cost burdened individuals and families to find safe and affordable housing.
