We need better laws for dogs. It is unacceptable to see a dog in heavy chains, outdoors 24 hours a day 365 days a week through all kinds of weather.

i for one see this all the time since i do alot of walking and i see all kinds of neglect n abuse n i call the spca all the x n they dp go out there but it is beyond me how they can say it is ok n safe .. being a real animal advocate i report these things all the time but if nothing happens the animals will n does lose all the time.
