Penny causes frequent disruption and does not respect the needs of others in the workplace with regards to volume of noise and respect in speaking to others. A certain office etiquette is needed to promote a healthy, positive thinking work environment. Everyone should be treated with respect and never condescended or belittled for any reason. There should never be shouting across the room or announcing to everyone in the office what you're doing at every given moment. For these reasons I vote to allow Penny to work from home to allow the rest of the office to have some peace during the work shift. I have not found that she adheres to these basic fundamental principles, which is disrespectful to everyone else in the office.
