Its hard for people world-wide to talk to each other, and sometimes almost impossible. We want to have the world all to have the same time, each year switching from each 'old time zone' clockwise. This means that GMT would have the sun over them at noon one year, then the next year GMT -1 would have the sun over them at noon, and so forth. This makes it fair for every country/region.
