Make it NATIONAL LAW that when a person is convicted of Animal Abuse, Torture, Bait, Willful Neglect, Fighting for profit, Willful Killing, Maiming, etc., that they be registered on a NATIONWIDE Animal Cruelty Database or Offenders List and charged with a FELONY. This would make that person prohibited from owning, caring for, working with, or being within a certain distance of a Shelter, Zoo, Foster Care, Dog Park, Pet Store, etc. no matter where that person lives (or works). It would be MANDATORY that these people would remain on this database ONLY if convicted of Animal Cruelty, NOT just charged with the offense.
