Your Excellency,
We have learnt with mixed emotions the return to Rwanda of Major Gerald Ntashamaje. From his own account, we found a man contrite and having genuine regret of his actions while he was in exile. We neither condone the behavior of Major Gerald Ntashamaje, nor validate his poor judgment, however, we are appealing to your presidential powers bestowed upon you by the Rwandan Constitution to extend a presidential pardon to Major Gerald Ntashamaje for breach of trust of the Rwandan people, and reinstate him as a productive member of RDF and the Rwandan society in general.
Your Excellency, only History will determine wether you would have made a good decision by giving Major Gerald Ntashamaje a second chance.

Everyone deserves a second chance if they show true regret. He has come home and admitted he was wrong so let him serve his country again.
