We, the undersigned officers at Zephyrhills Correctional Institution/FL Department of Corrections, have no confidence in Lieutenant Michael Mobley to be an effective leader and promote a harmonious working environment. Lieutenant Mobley has made every attempt to instill fear in his subordinates. Rather than taking a supportive position through progressive discipline, he has quickly documented his requests for formal discipline without verbally addressing the issue with the officer. He has made physical threats towards staff. He has forced staff to sit as he towers over them to berate them for simple indiscretions. He has acted as far as to reprimand staff for failing to notify other staff of the availability of sweet tea on the Main Unit. Some staff have expressed their unwillingness to be alone with him due to his actions. Lieutenant Mobley has promoted racial tension among his staff. He has suggested discipline for white officers and failed to even document the same infraction against black officers. He has gone as far as to suggest that black officers and him need to "stick together". We question his knowledge of department policies in regards to his current position. After almost two months at Zephyrhills, Lieutenant Mobley has failed to grasp policies concerning mental health inmates and the disciplinary process. On several occasions, he has misquoted policies and verbally thrashed staff concerning these misconceptions. Before transferring to Zephyrhills, one of his misconceptions caused an inmate disturbance at Polk CI Work Camp where the riot squad had to be placed on-call due to his incompetence. We also question his integrity. Lieutenant Mobley frequently questions staff concerning incidents and issues where he has already researched the answers. This is an obvious attempt to entrap them in a situation where any deviations would be documented as lying. Lieutenant Mobley also recently lied concerning a video tape he reviewed in regards to a disciplinary hearing he was involved in. Lieutenant Mobley lied about an officer not being present to get an inmate out a disciplinary report. This incident was later investigated by the administration, and they found the officer to be present on video tape. In conclusion, we, the officers at Zephyrhills Correctional Institution, pray for relief from this hostile working environment caused by Lieutenant Michael Mobley. We assumed the days of fear and cronyism associated with James Crosby and Allen Clark ended with their incarceration. Lieutenant Mobley\'s actions after being reported by several staff members indicate it has not.
