I would have thought it would be beneficial budget wise to reunite as many pets as possible. I'm sure most pet owners are responsible citizens

This is money gouging.
This happens with most councils and there is no way it costs that amount of money to keep these animals. So many people would have to go without food or paying bills in order to collect their pets. It's outrageous

I do not think it is fair that an owner should lose a pet or that a pet should lose its'home or be rehomed or be euthanised because an owner has a financial problem. I believe a payment plan to be fair.

Everyone offers payment plans even the tax department. Maybe there wouldn't be so many animals unclaimed if the fees could be spread out.

Some people cannot afford these huge fees to get their animal. back which makes it a sad outcome for all concerned. Animals do sometimes react to storms etc owners genuinely believe pet is safe. At least first impound fees need to. be reduced.

Impound fees harm no one but the dog especially if the iwner can't pay the fees.
Don't punish the animals that you say you are helping.

This is so on point. My Malemute x German Shep got out of the gate as it was left open by visitors. She was chipped registered and yet I was charged!!! Absolutely ridiculous. This is fabulous
