More laws and red tape than ever int he UK, and 2019 nearly 2020, and we are having to sign petitions to get something done that should have been sorted years ago regarding these horses, totally ridiculous state of affairs, the powers that be should be ashamed.

Dreadful of the owner to leave them in there, he/she obviously isn't an animal lover. Get them out and force the owners to hand them over so they can be looked after properly by people who care.
